Currently my desktop designer is able to open files from Gallery, but is unable to save to Gallery. Typically when this happens there is a list of errors that are the cause of this, but not in this case. My other co-workers are not experiencing this problem and the only difference that I can currently come up with is that the server is on version 2022.1.1. and I recently got a new computer and my IT dept installed 2022.3.1 I went to try and find an older version of designer, but https://us1.alteryxcloud.com/license-portal/ currently just displays a blank page for both myself and my IT department. Any suggestions on solutions or locations of a 2022.1.1 version?

Your designer must always be in the same or a lower version than the Server. Alteryx created this 'lock' to guarantee users are not publishing workflows with updated tools or new tools that the Server doesn`t have yet.
In addition to that and specific to version 22.3, when your server gets upgraded to 22.3 or higher, all designer will need to be at least in version 22.3, due to an encryption change on the server.

Related to your licensing portal, there may be a firewall or something like that blocking the page. Other than that, you can ask fulfillment@alteryx.com for the installer I believe.
