Here is a scenario,
1. Issue: when one user modified ABC workflow in designer (Designer version 2023.2.1.89) and saved to server, it is creating new workflow in server with the same name. User expectation was that the existing workflow should be overwritten with the latest published workflow. But why is it creating multiple workflows with the same name?
2. Working as expected: When another user working on TXS workflow in designer (Designer version 2023.2.1.89) and saved to server, it is overwriting the same workflow with the latest published workflow as expected.
So even using same designer version, what is going wrong with the first user?
One possibility is how the workflow is opened. If you open a local copy in Designer and then save to the server, it will create another workflow with the same name.
If you open the workflow from the server, you need to click File, save to properly create a new version of the server workflow. When I have used the quick save, it has created another workflow with the same name.
The steps I follow:
1. Open the workflow from the server.
2. Modify the workflow.
3. Click File, Save. Follow the prompts to get the modified workflow uploaded.
User tried your solution, but it didn't work.
Is there any other possibility that can resolve the issue?
How is the workflow shared so both users can open it from the server?
Is the user it works properly for the owner of the workflow?
There may be something in how it is shared and permissions.
If user use Save - then it overwrite
If user use Save As then it create new copy
