Alteryx Hourly Workflows changing to top of the hour

Hey everyone! 

Wanted to check on something. We've been having issues with workflows clogging the top of the hour on our server (pretty common thing), but one of our users is stating that their hourly workflows that they schedule for times other than the top of the hour (8:07a, 11:44a etc) are switching themselves to the top of the hour (8:00a, 9:00a etc). 

I'm trying to figure out if this is a user issue or if anyone else has run into anything like this before. I've tried searching here/googling but I haven't seen it come up anywhere else.
