Transpose / crosstab

I need help in transposing the attached data --

Current data to Desired data tab.

Not sure if crosstab or transpose is the best tool to use for this.  Thoughts and insights are welcome.

The answer would be both! First transpose to get gross and reserve as rows, then crosstab by state:

This is another great solution.. I love how you can take different approaches in Alteryx to get the desired result.
