You can start off by "pivoting" your data with a Transpose tool to get your headers (name) in one column, and the corresponding values in the second. From there, you can filter out any null/missing values for the value column - this would cause those empty spaces in your original dataset. From there, you can use a cross-tab tool to pivot your data back. The data is grouped by the customer in this case, so every line will be a separate customer.
