Adjust row position

See attached image - my desired output is to adjust the row position of field1 to go 1 down if the Field2 is not Equal to Field3.

The Field1 has the complete row data of file name. so my desired output is if the [Field1] is not equal to the [Input_#2_Field1] the row of all the field except the [Field] is to adjust 1 below. so the count of data in [Field1] is to equal the count of all the data.
