How to use the Not Equal To != function to filter out multiple criteria?

Hi,
I'm trying to use the Not Equal To != function in the Formula Tool to filter 2 criteria using || (OR), but it is not working and only filters out the first criteria.
I've attached an image of how the formula is written. Am I missing something?
