skip empty rows in different columns

Hey everyone, I have input in below format.

Column 1	Column 2	Column 3	Column 4	Column 5	Column 6	Column 7	Column 8	Column 9
a1
	b1
		c1	d1	e1	f1	g1	h1	i1
a2
	b2
		c2	d2	e2	f2	g2	h2	i2
a3

I am hoping for output in below format

Column 1	Column 2	Column 3	Column 4	Column 5	Column 6	Column 7	Column 8	Column 9
