Tableau Output Tool - New Data Source

In the Tableau Output Tool, when I click on "+ New Data Source" under Select Data Source, nothing happens.

 

Is this meant to be able to create a new data source in the Tableau Online project directory, one that hasn't been officially "Published" yet?
