Tableau API Internal Server Error in Download POST Call

I'm trying to migrate all of our user groups from our Tableau server to our Tabeau Cloud server. Initially, it worked locally with a test group name, so we tried to connect to our Active Directory. That did not work, so we decided to go back to migrating locally. Unfortunately, that is when we ran into the below error. The authentication should be all good, but for some reason it's not working. Has anyone ever run into this issue and know how to fix it?

Solved: you cannot assign groups as unlicensed
