Server API Tool - Problem with Required Package Install

I am attempting to get the Server API tool set up. I have followed the directions here and here to access the linked workflow to install the pip_system_certs package. When using the install as admin workflow or the command prompt, I am receiving a traceback error. I'm attaching a screenshot of the full error. Honestly, I'm just not sure where to go from here, or what I could be doing wrong. Any insight would be much appreciated!

I had to run Alteryx as Admin and log off my company's VPN, then it worked.
