Report Map tool does not display labels

Even though in the Report Map tab for "Data" I have the "Label Field" set to "Name Trimmed", these labels do not show on the rendered map. 

I notice that in the Report Map example, the #1 Data input is present in the "Layers" tab where its nature can be modified.  However, there is no #1 Data section present in my "Layers" tab.  I've attached the packaged workflow.  Any ideas?

do you just want the census tracts to be labeled? You have to tell the report map tool to add the polygon layer. Hit the big plus in the layers tab and click down to add a polygon layer for [#1]...  See attached.

Just as @apathetichell mentioned, we have to add a layer first then do some adjustment.
