Renaming several rows in a column

This is the original dataset:

Telephone Mobile2

 

How do I rename the elements under Non HR Function to something below in the table:

 

ElementsCost
HR Function6
Telephone Bills3
Telephone Data2
Telephone Mobile1
Non HR Function10
Non Telephone Bills5
Non Telephone Data3
Non Telephone Mobile2

 

As there are duplicates in the original table, I would like to add a word to distinguish and ensure that there is no duplicate names to signify the cost.

@kv-defy does this requirement always just come from a duplicate element name? If so, you could use an approach like this:
