Random name allocation with percentage

Hello Guys,

I have asked this questions earlier but not with complete details. Now i got this with full requirement. Can anyone help me with solution?

Maybe there is a better way of doing it.

The workflow also gets bigger since I have check the sum again after allocation since the rould off may cause a minor difference eventually.

I like the logic applied by Qiu ,just what I think is difference can be added to the person with maximum share instead of first record.
