Python library is outdated and not able to install newer version despite it is there

I tried installing openai library in the jupyter notebook from alteryx workflow and this is what i get when i run the code. i have tried installing it again but i get the same error again and again. someone suggested to run the application as administrator also which i did but again after running the code i get the same error.

and when i am using my code i get this error

What version of Python is Alteryx using?
You can find that by,
import sys
sys.version
in a cell in the Python Tool.
I have Python version 3.8.5 (Alteryx version 2022.3 Admin install)
I ran,
Alteryx.installPackage('openai --user')
(because I couldn't be bothered to reopen Alteryx as admin)
And it seemed to work fine.
