Parsing data and then summing it

I have a data table in Excel by state, 50 states total, and it has a main label and data label, e.g.,

 

California - Main Label - Soccer, basketball, tennis, golf, swimming, baseball

California - Data Label - 20, 42, 12, 28, 15, 22

 

And it continues for each state with the ordering of the main label in any random order. The data label is to match the option directly above (for the main label), so in this case, soccer is 20 hours played per week, basketball is 42 hours played, etc.

 

How can I find out which state has the lowest amount of time exercised for the sports of basketball and tennis?

I need help in constructing the workflow, any help would be appreciated!
