Need to pull out all transactions with no data in the job field

end with 2 columns TransactionID and NullJobCodes

You need to export the workflow if you want to include the data - Options > Export Workflow.

Otherwise based on the general structure, looks like you could do this with a Join tool followed by a Filter (possibly) and a Select tool!
