Not able to save Tool Palette configuration

Question

I have 2020.2.3 Alteryx Designer. Whenever I try to add regular Alteryx tools on the Tool Palette, it gets dropped off on restarting Designer.

As you see below the In-DB and Reporting sections are missing.

On configuring the tool palette by adding these two sections,

On restarting the Designer, those two sections (and many others) are missing again

Why aren't my configuration settings saved? Please advise.
