Index Match with Table Text Input

I am looking to emulate an index match formula using a text input formatted as a blank table.

Below is the data that I wish to put into my table:

Below is the table that I want the data above added to. All un-filled cells should display "0":

I have played with the Join and Union options but was not successful. Any help would be very appreciated!
