Help to conceptually plan a PDF reporting output

I am looking for learning resources or assistance that can help me to penetrate the concept behind the reporting tool pipeline.
Let's assume I am planning a one-pager PDF output that should contain
- multiple interactive charts
- text tools
- header
- footer
- reporting map/legend
- table
The question is how this will nicely fit on one page.
How to plan this backward from the output back to e.g. the interactive chart so that all fit perfectly on a page
Questions along this journey
- page frame of the PDF
- What's the size of the header so that the rendering tool does not complain?
- size of the text tools
- size and resolution (DPI) of the interactive tools
- What to best use when located in the EU region? cm?
Anything that helps me out in understanding the 'big picture' is appreciated.
And please, I know the ingredients. I just need help to prepare the meal.
Any resource that explores the individual reporting tools is not of help in this thread.
