Can you provide a little more detail for what you are looking to do?

There are a number of RAND() functions which you can use to create random numbers, and the Generate Rows tool can easily build an arbitrarily large vertical dataset.

Every row of my data contains an loan account and the information about that loan - there are about 500,00 of them. I want to randomly select 50 and put them into a separate file.

Take a look at the Sample tool.  I would also recommend, for ease of use, using a Formula tool to create a new "random" column, and sorting on this value to make the sample effective.

I've attached a quick example workflow sampling 50 records out of 50,000 for reference.
