Generate New Rows Based on Condition

Hi, I would like to generate the new rows based on the condition below. For every month, every person need to have 3 categories, which is internal, external and others. For those new rows which are just generated, should just put 0 in Hours. The second table is the ideal result and the bold rows are the result of new rows.
