Duplicating a row that has multiple values

Hello All,

I am looking for a solution to a problem and you all are always extremely helpful. I am looking to come up with a formula that takes a row with a multiple values and makes it so there are multiple rows with a value of 1. The left is an input and the right is the output that I am looking for. Thanks!
