Create new rows for each month of payment and related id

I want to create a new row for each month there is a payment, while duplicating all information from the source row. How can I accomplish this? Note that if, for instance, if payments were for only 2 months, beginning in January, I would not want any rows for Mar-Dec, only Jan & Feb. I've attached input and desired output. This is just a sample so I can understand the tools needed, as the data I am working with is much larger and complex.
