Is there a formula to delete a row if a certain condition is met?

For Example:

If Column (Partner Number) is blank, Null, or 0 then delete that entire row.

Dynamic in what way? The filter tool lets you use expressions that change depending on column values.

In your example, you can filter Partner Number to be not blank, not null, and not 0. It's even easier if you use a formula tool to create a column that you use for filtering.
