Complete field based on Offset Data

Hello -- as the saying goes, "a picture is worth a 1000 words".   Thus, please see attached JPG which illustrates the setup of my "Before" (current) dataset.

I'd like to ouput the data as illustrated under "After".   How do I offset/complete column A with the company names as depicted?
