Combining two files

Hi Everyone,

 

I have two separate files that I extract and needed help combining. One of them shows Actuals for each month of 2023, and the other file displays the budget for each month. Each file has a "Combo" column which combines division, cost center, account and other things(I hid each combo for confidentially concerns). I tried using the join and join multiple tools but I was not getting what I needed. I was hoping to combine them both, so I can add another section that shows the variance(budget minus actuals) for each month. The problem that I see is that some "Combos" may have a budget but don't have any actuals yet, so they are excluded when combining. Is there a workaround to this? I'm trying to articulate this issue as best as I can, but sorry if it doesn't make much sense.

Can you add some dummy files with expected output(s)?
