Calculate Sum Based on set # of Rows

Hello, I've looked around and haven't found something similar to my need, so hoping someone can assist.

Based on sample data loaded, I am looking for a way to calculate a sum for a forward looking view of upcoming years for each Dept.  So every 12 rows I want the data to calculate a sum amount regardless of starting and ending year/month/quarter, and if final set of rows is less than 12, just sum remainder.  Would also like a field to identify starting and ending year/month/quarter values included in the sum.

Here's how:

1. Multi-row formulas to identify the 12 month groupings
2. Formula to get the year + month
3. Summarize tool to sum the data and define the range
4. formula to clean-up the range
