Assign Unique Value based on Criteria

Hi,

I have 2 text inputs and am trying to assign the value located in the 2nd input inside the 1st input based on a vendor number. The value range should start at the top, assigns that number then starting with the second row it looks a the vendor number in the row above and checks to see if it is the same, if it is then it assigns the same number as the row above but if not it takes the number from the row above +1.

I have been playing with the multi-row formula but can't seem to figure it out!

Any help is appreciated.
