Add filter option to Interactive Chart tool

I have an Interactive Bar Chart created. Each state as Values for 7 months.

I want to include a filter dropdown to select and view for a state/month

or 
Differentiate monthly data by color.

If I understand correctly, this should be able to help with differentiating monthly data by color.

I have a similar request, where I have 8 locations and I would like to filter on  a specific Locations with the splatter chart. Rather than creating a filter function for each location with an additional chart function for each location, is this possible?
