The cost of $1.10 per mile is mentioned in the question (see highlighted section below).

Honestly, I am not sure what the third data input is for, perhaps it is a leftover part of the Grand Prix - I did not use it in any part of my solution and I haven't noticed any of the other posted solutions using it either.
