My solution:

I don't quite get the hint, as the used solution doesn't seem to use that field, so I implemented a report that shows a table that does make use of it and a table with the sample outcome.  😁

Funny to see how 2019 changes quite significantly based on the method used. 

My flow is a little bit more complicated because of that. but still not that hard. Top summarizes on max weeks in chart to give an overall best hits based on overall weeks in the charts, bottom counts IDs to get to the sample output solution that shows the hits that stayed in the charts within a particular year the longest
