Nice quick one, but good to work on graphing skills as I move away from Excel....
Good points from @ChristinaFPE (on "Split" under "Transforms") and from
(on "Offset" and "Stepsize" under "Spacing"). I hadn't noticed either of those before. Likes for both of you.

Process
- Join tables on field "State"
- Convert field "high.value" to number
- If "Region" is null, then rename as "Federal"
- GroupBy "Region" and "Year" and take average of "high.value"
- Cross-tab so that Year is in rows and Region in columns
- Create line chart with each region as its own layer
- Render so can display (below) full chart
