error with Input tool

I always get this error when I import some excel files  using the input tool,. I dont know why and of the time I have to change some of the files into text files before I can import it.

@Bryth make sure that the excel file is not open when you access it through the input tool.

Yes it is closed.  But the issue is that  I always get this error for most of my excel files. And I make sure that it is closed
