How to number occurrence in a new column. Sequence

I have incidents for a batch occurring in different days and I want to number it based on the occurring sequence.

I want to exclude incrementing if it occurs on the same date. 

For Ex:

2022-01-01  BATCH 1  1

2022-01-01  BATCH 2  1

2022-01-03  BATCH 1  2

2022-01-03  BATCH 1  2
