Why I still can't retake the exam as below screenshot shows

I see - I would try tomorrow again and if you can't do it then reach out to Alteryx support

I think it's time stamped as well, so if you took it late on 2/16 then it'll be available late on 2/23. Otherwise it should be available tomorrow as @Bren_Spill said
