Add Blank Row after Transpose

Hi.  I am hoping someone can guide me on this scenario.  I have used the Transpose tool to change my data into rows instead of columns.  Now I am needing to insert a blank row after each 4th row.  I have tried using the Generate Rows tool connected right after the Transpose tool, but it does not seem to be working for me.  It does not generate any blank rows, and it also messes up the sort order.  I attached a sample file showing what I see after Transpose and it is correct.  The sample file also shows what I am needing to see but cannot figure out how to accomplish.  Any help appreciated.  Thanks.
