I saw this as a good opportunity to practice Chained Apps. 

App 1 creates a Hierachy.yxdb from the data, which is read by the Drop Down on Chained App 2 to present a list of all available positions.

Chained App 1 creates a list of possible positions from the given hierarchy.

 
Chained App 2 has a drop down tool and I have referenced the Question Workflow Constant, rather than connecting the tools explicitly (or adding an Action tool), in the Filter tool to get the value selected by the user.
