I found a shortcut - there is actually no need to use a Summarize tool in the first task, you can use sort right away as the data is already laid out by unique set ID. Thank you, @Bobbyt23 for the tip on this!

Hmmmmm..... looking at other solutions after I posted mine has me wondering why I built an Average formula instead of adding that field to the Summarize tool. Oh well! Could be shorter by one tool. 🙃
