My answer to the Bonus question:

I would recommend targeting employees with less than the average number of shifts to pick up extra hours needed. There is less potential of double booking employees this way and in theory these employees should have more availability to pick up hours.

Recommendations would be to (first) explore an increase in shift count for IJ345, (second) consider more shifts for CD456, and (third) explore increasing the shift durations of AB123 + GH012
