This was overly confusing for something that is marked as Basic/Core.  The "solution" isn't really the best answer to the question.

 

Hopefully McLaren isn't using this as a way to rank their best drivers...  🤣

 

I solved it both ways just because it bothers me to submit an answer I don't agree with.

Since there was no definition of "best driver in rainy conditions", I went with my definition of it being the person who has the least difference between their average lap time and their rainy lap time.  Here is my solution.  Interestingly I still got the same answer as the solution, so maybe I'm still right??
