I couldn't get the solution to look exactly as the one presented as the official solution, but I checked other people's solutions and we ended up with the same results, so I think I can trust myself on this one hahaha

Had to look it up. Turns out when its a draw, the winner is the country with the highest number of 12-point votes. If that's still a draw, its the highest number of 10-point votes, 8-points, etc.

Therefore, Sweden won in 1991, despite what the output in the starter file says.
