Here's my solution. I'm not sure if it's correct, but it seems to fit the logic I saw in the Network Analysis tool example.

Interesting challenge and very good practice for the network tool indeed. Unfortunately I could not render the graph... although the number of airports = 278 which is close to the solution.

A mixture of the sample workflow and following the instructions eventually got me there on this one. Took forever for the visualization to render still though.
