A good rep with the Optimization tool, though per usual, likely more ways to solve.  Also, interesting that the optimum # of team members to pick is 7...if the only constraint were the $1.5M.

My Solution is a little different. Here I am using 4 Nos. Random % Sample Tool for Rank Ranges (1-10, 11-20, 21-30, and Above 30). This would keep the total cost below the budget plus it would form a team of members with different number of Alteryx Experience and also give Freshers / Less Experienced People a chance to learn under an excellent Team Leader. Since the workflow selects 8 people Randomly so each time the workflow is Run, different team is formed.

Used the community to get things rolling, but once I identified a "Value" per person and used some Multi-Row tools to identify that last great choice I was able to find the top 8 users with a total combined number of 685 challenges completed amongst those 8 Authors.
