I had the same thought process as @Rachel_Burge, but just couldn't get the multi-row formula. 

I also like the solution of @mceleavey as I've not used the 'Tile' tool before.

I have completed this challenge, using both solutions [just because I can].

The only issue I had was initially scoring it lowest first in Golf style!
