Fun challenge. Saw a lot of comments Average Intensities not matching up but I agree with the answers in the challenge. Explanation in spoiler.

Much like calculating avg inventory cost, you have to account for the next snapshot that connects the end of one segment to the next. ie 13 weeks of avg inventory cost includes 14 points (13 beginning points and one end point to account for the changes in the last week. In other words, the storm is always changing intensity and the snapshot of the beginning of the next segment indicates the change between the last measurement of the previous segment and the beginning of the next.
