I see that you get the official answer, but why didn't you have to take either the storm name or storm number into consideration when segment numbering?

Here is my submission, the average intensity is slightly different from the solution.

Got quite confused about the multi-row, but got there in the end after re-reading. 

 

Wanted to find a way to split the spatial objects by segment but couldnt work it out (group by produces nulls for the polyline on segment 4)

Bad memories of these days!!  60+ inches of rain...

 

Duplicated beginning of each segment to be end of last segment - this eliminated gaps and gave me the same average intensity as solution.  Here is mine:
