No drive time data here either so I optimized the solution to get close. It's ~11.5 mile average to get the same area.

No spatial package, so had to use distance miles.  Started doing a trial and error to get close to the results and decided to create a simple macro that will do it for each .1 miles.  Derived a radius size of 11.6 miles.
