Probably not the most efficient way to get to the end, but I got there.

Done using what is probably the minimum number of tools.

First nulls TBA
Then pads with front 0 if needed
Then converts to time
Then calculates minutes
Then converts to formatted string

Getting the format right for the times is tricky.  Learned a couple of tricks with the %I and %H.
