I had been going down the non-spatial path when I discovered the spatial tool method, so deleted my other.  I had forgotten about the request to do both.  Too late now.  I do have a slight rounding difference but am happy with my results (and after all, this is about my happiness)

Process:
- Put both spatial objects on the same row
- Calculate distance and angle between the two points
- Subtract the angle from 90 degrees (I don't know why - it just is....)
- Clean-up
